Dear Secretary Vilsack,

The HSUS sent the USDA a legal petition to pass higher standards of care for dogs in puppy mills more than five years ago. Since that time, thousands of dogs have been left to suffer in facilities that don't meet their most basic needs. That must change and I urge you to take action to improve the standards of care in puppy mills to protect puppies and their mothers from puppy mill cruelty.

What's more, the last four years have seen a catastrophic decrease in Animal Welfare Act Enforcement. Under your leadership, we urge the USDA to fix this problem and ensure that violations of the Animal Welfare Act are taken seriously by strengthening puppy mill enforcement. This work should not be left to local agencies alone.

We urge the USDA to GET SERIOUS about enforcing the federal Animal Welfare Act.
