Vermont: Stop Unnecessary Medical Procedures on Dogs by Non-Professionals

Legislation has been introduced (S. 126) that would require that non-therapeutic canine devocalization (or debarking), tail docking, ear cropping, and all surgical birth procedures (or c-sections), be performed only by a licensed veterinarian using appropriate anesthesia and analgesia.

These unnecessary cosmetic and convenience surgical procedures are potentially painful and harmful, and present serious medical risks to the animal, particularly if performed by an untrained person without the benefit of anesthesia and pain medications.
