Puppy mills are horrific commercial breeding facilities where puppies are mass-produced for sale through pet stores, the internet or directly to the public. These poor animals are forced to live in squalid conditions with little to no veterinary care or human interaction. As a result, many of the puppies who are sold to the public are sick, while the adult animals forced to continue breeding suffer from severe physical and emotional problems.
The Welfare of Our Friends (WOOF) Act, H.R. 1002, will take necessary steps to crack down on puppy mills by preventing USDA-licensed facilities from cheating the license renewal process and continuing to operate even if they have violated the Animal Welfare Act.
