Maryland: End animal testing for cosmetics

Rabbits, mice, rats and guinea pigs continue to suffer and die in experiments to test cosmetics like lipstick, deodorant and shampoo. Legislation to make it illegal to conduct cosmetic animal testing or sell cosmetic products that have been newly tested on animals in Maryland unanimously passed the state Senate. The legislation is now under consideration in the House of Delegates.

Humane and safe cosmetics can be made using thousands of existing ingredients and non-animal safety tests are already available for new ingredients. These non-animal alternatives are often cheaper, faster and more relevant to humans, and therefore more reliable predictors of safety.

As your constituent, I urge you to support this important bill to end the use of animals in cosmetic testing. Please vote yes on HB 611 and SB 282, legislation that will prohibit conducting or contracting for animal testing in the development of a cosmetic or selling or offering for sale animal-tested cosmetics in Maryland beginning July 1, 2022. This legislation passed the Senate with unanimous support.

With thousands of existing ingredients with a history of safe use and non-animal safety tests that are often cheaper, faster and more relevant to humans, cosmetics companies can produce new and innovative products without animal testing. The cosmetic industry has endorsed federal legislation to end the practice in the United States. HB 611/SB 282 will bring Maryland in line with more than 30 countries and 3 states that have already banned the sale of animal-tested cosmetics. U.S. companies that sell in those countries and states must already comply with those bans.
